On September 31, 1991 Uzbekistan gained independence from the former Soviet Union. The September 1 is now celebrating as Independence Day of Uzbekistan.
According to the Constitution, Uzbekistan is a secular, democratic republic. The Republic of Uzbekistan, a unitary state, is headed by a president who can be elected for no more than two consecutive five-year terms. The President forms the Government (Cabinet of Ministers), which implements the executive authority in the Republic of Uzbekistan. The Prime Minister is appointed by the President. The Government is responsible to the President and accountable to the Parliament as well. The Legislative branch of power is represented by the Parliament (Oliy Mazhlis). Oliy Mazhlis has 250 deputies who are elected for five-year terms.
Uzbekistan is made up of 12 oblasts, the city of Tashkent (capital) and the autonomous Republic of Karakalpakstan. The President appoints a khokim for each oblast and Tashkent city, who carries out the executive authority on the appropriate territory with considerable powers. The Republic of Karakalpakstan is headed by the Chairman of the Board of Ministries, who is subordinate to the President of the country.
A new constitution was adopted on 8 December 1992. However, the legal system still most resembles Soviet civil law. Uzbekistan lacks an independent judicial system.
The Executive
The head of state is the president, Islom Karimov. President Karimov was elected president by the Supreme Soviet in 1990, elected in a general election in 1991 and his term was extended an additional four years by referendum in 1996.
A presidential poll was held on January 9, 2000. According to Uzbek government sources, election turnout was approximately 96% with Karimov winning over 91% of the vote. The President appoints cabinet posts and judges.
The Legislature
The Legislature consists of the unicameral Oliy Majlis. There are 250 seats in this body, and its members are elected by popular vote. Legislative elections were held on December 5, 1999 and five pro-government parties split the vote for representatives in the Oliy Majlis.
The Judiciary
The judicial system in Uzbekistan does not operate independently from the Executive Branch. Supreme Court judges are nominated by the President and confirmed by the Oliy Majlis.
